Only the State Income tax, (NOT property tax or sales tax).

If this is in regards to a 2017 refund received in 2018, the program is asking for your state tax payments withheld and paid in 2017, which would be reported on the 2017 schedule A line 5a IF you itemized on your 2017 Federal return.

If you did not itemize on your 2017 Federal return, or you did itemized but claimed state sales tax rather than state income tax, the refund does not need to be reported.
