Why does my daughter born in October not qualify for the child and dependent care credit?

Most likely when you were filling out her information on the dependent section, she was born in October, so you probably indicated that she lived with you 2-3 months of the year. What you need to do is to change it to that she lived with you for the whole year. A child born in any part of the tax year is considered to have lived with the parent for the entire year.
