Why does my taxes say "Your tax return already includes this $4,000 credit" (for the Child Tax Credit) but yet my total federal refund is not even that much?

My total refund is only around $3,000... so it does not appear I am even receiving this credit? I am very confused.

Check 1040 line 19 & 28. The Child Tax Credit would have reduced you tax and tax due turning it into a refund. Otherwise you would have owed.
