Why dont i qualify for a mn property tax refund?

my property taxes went from 164.00 in 2021 and $3998.00 in 2022

It sounds like you're talking about the Homeowner's Homestead Credit Refund.  If so, it's possible that you don't meet the qualifications for the refund.

 

If you're a homeowner, to claim the Homeowner's Homestead Credit Refund, you must:

  • Have a valid Social Security Number
  • Own and occupy a home
  • Have your home classified as a homestead with your county
  • Pay or arrange to pay your property taxes

Then, to claim a regular refund, you must have:

  • Owned and lived in your home on January 2, 2023
  • Had household income for 2022 of less than $128,280

​And, to claim a special refund, you must have:

  • Owned and lived in the same home on January 2, 2022, and on January 2, 2023
  • Had your home's net property tax increase by more than 12% from 2022 to 2023
  • A net property tax increase of at least $100
  • Had the increase occur for a reason other than improvements you made to the property
