Why isn't my home energy credit added to my refund amount?

I filled out the home energy credits section and quality for a $500 credit, but upon completion of this section my refund doesn't change at all. Also, turbo tax says I'm getting the maximum $500 refund, but the IRS website says the max per year is $3200.

No hurry to e-file since the IRS will not begin to accept/reject 2023 e-files until January 29. And….a state return cannot be accepted until after the IRS accepts your federal return.
