Why won't the DOT meal expense be counted as an expense? I get a popup that the expense is more than the reimbursement.

Your DOT meals are being counted as expenses. Expense more than reimbursement means your paid more in expenses than your employer gave you money for. You claim the difference as expenses. For example, if you spent $1,000 in meals and your employer reimbursed your $500, the other $500 is an expense, because it came out of your pocket.
