Why won’t turbo tax let me enter information for the MN Child and Working Family tax credit? I think I qualify, but it says I do not. Why not?

I have a couple of kids and I work a middle of the road job. I would think this credit applies to me, but TurboTax says no. I can’t get clarity on why not.

    Did you get the Earned Income Credit on your federal return?  

     

    The Minnesota Working Family Credit is a refundable credit for working individuals whose income is below a certain level. (See Minnesota Statutes, section 290.0671.)   It is similar to the federal Earned Income Tax Credit (EITC). 

     

    You are not eligible if any of these apply:
