Yes, you can use any phone number you want with a valid US area code.

that did not answer the question - Foreign telephone numbers have a different sequencing and set of numbers plus a country code.  Your software does NOT work with a foreign telephone number for a FOREIGN address where a US citizen resides.

You are correct, TurboTax does not accept foreign telephone numbers in its programs - the reason is that the IRS will not accept or use a foreign telephone number for contacting you about your return. They will, however, accept and use your foreign address.

 

You can't enter an international phone number in the Mailing Address & Phone number section of the Personal Interview.  

 

The IRS asks for your phone number in case they have a question about your return (this is rare). They will not, however, call an international phone number. 

 

 In order to complete and e-file your return, you can enter the phone number of a relative or friend in the U.S,, or a "dummy number" (800-555-1212). The  IRS will identify your entry as a placeholder number - if they have questions, they will mail them to you
