My daughter registered for classes that started in January 2019, paid for it in 2018.  School did not issue a 1098-T in 2018 because she wasn't a student yet.  Did not issue in 2019 because she paid in 2018.  How do I input this information on her 2019 taxes for the classes she took starting January 2019 term?

Qualified education expenses are reported in the tax year they are paid. it does not matter what year is paid *for*. A 1098-T is not required either. So if you did not report the expenses you paid in 2018, on your 2018 tax return, you may want to amend your 2018 tax return If (and only if) it will make any difference to your 2018 tax liability.
