My son received a 1098-T for 2021. He is claimed as our dependent. Do we use that for education expenses on our 1040 or does he use it on his 1040 submissions. He did have W2's for 2021.

Since he is being claimed as a dependent the Form 1098-T education expenses and any education credits are only entered on your tax return.

Simple answer: you claim it on your return, since he is your dependent.

Technically, nobody "claims the 1098-T". But, since he is your dependent, you are the only one who can claim a tuition credit based on his education.  You use the 1098-T as an entry vehicle.

If the student has taxable scholarship (his scholarship $ exceeds his qualified expenses), he would report the excess scholarship on his return. He, too, would use the 1098-T as an entry tool.
