1098-T form doesn’t reflect payments made in different year?

So I attended a university from August to December 2017. I was unable to make payments until August 2018 and maid monthly payments until July 2019. The 1098-T form I received from the university reflects the expenses accrued in 2017 but none of the payments I made. When TurboTax asks for the 1098-T form, I can’t use mine because it is for 2017. In order to get to a page where I can manually put in the payments, TurboTax wants me to say I attended the school in 2019 which I did not. How do I file for the payments I made in 2019?

If I understand correctly you were not a student in 2019 but made payments to your school for expenses incurred in previous years. If true, you cannot claim education credit since you must be an eligible student in the year you claim the credit.

How do I file for the payments I made in 2019?

Unfortunately, you don't and you can't. Since you were not a qualified student in 2019, nothing you paid in 2019 is deductible and you don't qualify for any education credits either. So you can basically throw the 1098-T away, as it is of no value to you.
