If my daughter is paying for her own college, but I am claiming her as a dependent does she claim the 1098 -T? Would she be better off claiming on her own and not as my dependent? She did receive scholarship money, and paid the rest out of her pocket.  She only made $1,600 working in 2019 so I'm not even sure that she needs to file for taxes for 2019?

Someone who is a dependent can not claim the education credit.  You, as her parent, should still claim her and the education credit.  As long as she is a full-time student for at least some of 5 months during the year and is under 24 at the end of the year, you will continue to claim her.

As far as her filing, she wouldn't have a filing requirement with only $1600 of income, but if she had any federal or state withholding, she would want to file to get that refunded.

if she CAN BE your dependent, the form goes on your tax return,

    are you eligible for AOTC?
