401 K distribution

I took a distribution from my 401 K in January of 2019.  I was in the process of moving from Wisconsin to Minnesota and purposely waited until I was moved to MN in January to make the distribution but I forgot to change my address with Lincoln financial and they deducted Wisconsin state tax instead of MN.   They tell me they cannot send and amended 1099.  Will I have to also file a tax return showing no income to get the refund from Wisconsin?   Will TT Deluxe help me with that.   I have TT Deluxe for 2019 already and I am not sure how to enter the 1099  info since it asks for the state tax deduction and state code.

    Yes, you will need to file a nonresident return for the state of Wisconsin in order to get a refund of the taxes withheld. You will need to prepare your nonresident return first so you will get credit for paying Wisconsin taxes on your Minnesota return. Please view this TurboTax FAQ for more information.
