Can I answer "No" to the question "Had you earned 4 years of college credit before 2019"if I have a college degree from a foreign institution but not from a US college?

If you have an undergraduate degree of any kind, or 4 years of post-secondary education even without a degree, you don't qualify for the American Opportunity Credit. 

 

Also the credit is only allowed for US resident aliens (green card holder) and US citizens.  If you are a foreign student on an F-visa, you are generally considered a non-resident for tax purposes and must file a 1040-NR, not a 1040.  Turbotax does not support the 1040-NR.
