Can I claim an education credit without a 1098t?

Yes, but the college or university must participate in a student aid program administered by the US Department of Education. It would be considered an eligible education institution for the purpose of the education credits.

 

The eligible school will most likely send you Form 1098-T Tuition so you could enter it TurboTax. See How do I enter Form 1098-T?
