Can I claim education credits using my 1080-T if I am an international student who has passed the substantial presence test? (I've been in the US for 6 years)

Yes, you can. 

 

If you have stayed more than five years within the US, you are considered as a US resident for tax purposes.  You are eligible to claim an education tax credit if you meet all other requirements.
