Can I claim qualifying payments for student loans during the forbearance even if I was not making a monetary payment?

I have not made any actual payments towards my loans because of the forbearance, but I still had qualifying payments being counted. Am I able to claim what I would have been paying if I didn't have the forbearance even if that money was not being taken from my account each month?

No, 

you can only claim what was paid.
