Can i claim tuition expenses if my child went to college in Mexico, and did not receive a 1098T?

It depends on if the school in Mexico qualifies as an eligible educational institution.

 

Per IRS, to qualify for an education credit, the school must be an educational institution eligible to participate in a student aid program run by the U.S Department of Education whether they have a FAFSA id.

If it is not eligible, that explains why you did not receive a Form 1098-T, thus you cannot claim.
