Yes, if you claim your grandnephew as a dependent on your income tax return.

No. Only the person who claims the student as a dependent (or sometimes the student himself, if not a dependent) can claim the tuition credit. 

 

However, the student's parents can count the money you paid, in claiming the credit for their dependent
