Can I deduct the student loan interest paid on my daughers student loan? The loan is in her name but I made the loan payments since she is still in school.

I'm the co-signer and made the payments since she is still in school but the loan is primarily in her name.  The 1098-E is in her name but H&R Block wouldn't let her claim it on her return.

Yes, as the co-signer you are legally obligated to the loan and the student is your dependent. 

You can claim the interest reported on Form 1098-E if you made the payments even if the 1098-E was issued to the student.
