Can I file for my 2016 tax return now without worrying about student loan garnishments like my 2019 return under the coronavirus garnishment forgiveness

The last day you could file a 2016 tax return and still receive a tax refund was on April 15, 2020.

I thought the deadline was extended until July 15 due to the coronavirus, so was that only limited to 2019 taxes only?
