Question

Can i get a deduction for books and materials bought in school? The only thing is im attending university outside of the states, so can i claim my book expenses?

I submitted that i go to a university abroad on turbotax, and according to it; im eligible for a deduction on books and materials that were needed and bought at the university i attended. I just wanted to be safe rather than sorry

Simple answer: no.

But maybe. 

 To be eligible for the tuition credits, including book and course material expenses, the course must be taken at "an eligible institution".  Most foreign schools sren't eligible, but a few are. The school should be able to tell you if it is an eligible educational institution. In general, an eligible educational institution is an accredited college, university, vocational school, or other postsecondary educational institution, including accredited, public, nonprofit, and proprietary (privately-owned, profit-making) postsecondary institutions. Additionally, in order to be an eligible educational institution, the school must be eligible to participate in a student aid program administered by the Department of Education. If they issue a 1098-T they are probably an eligible institution.

If your school is an eligible institution, you should also be able to include tuition and fees.
