Can I leave my 1098T off if the payments in box 1 are higher than scholarships recieved in box 5.

 Yes.

The 1098-T is only an informational document. The numbers on it are not required to be entered onto your tax return. However receipt of a 1098-T frequently means you (or your parents, if you are a dependent) may be eligible for a tuition credit.

If you claim the tuition credit, you do need to report that you got a 1098-T, even though you claim the tuition credit based on your own financial records, not the 1098-T.
