Can I still apply for a continuing education credit for a Canadian school that doesn't use federal filers ID numbers?

Hi, I am filing my 2023 taxes and it asks for a school's filers federal ID number for an education credit. I do not believe I got a 1098 T, but they have a category for exceptions. Isn't the entire point of an exception to still apply for the continuing education tax credit? It forces you to put a federal filers ID

You cannot claim the American Opportunity Credit if the school is unable to provide a U.S. Federal Employer Identification Number (FEIN).  You can still claim the Lifetime Learning Credit if the foreign school is on  DOE list.
