can I take a dedution on my 2018 Indiana taxes for a contribution to a 529 in 2019?  Also, are their restrictions on my Adjusted Gross Income?

You cannot take the Indiana tax credit in 2018 for a 529 plan contribution made in 2019. You can only take the tax credit in 2019.

There is no restriction for the credit based on your AGI.
