I bought a car in Nov 2023 but did not deduct the sales tax

can I deduct it in 2024?
or can I amend my 2023 tax return?

    No.

     

    To deduct the sales tax for a car purchased in 2023, you'll need to amend your 2023 tax return.

     

    Please note that sales tax is an itemized deduction, so it only pays to amend if you already use itemized deductions in 2023, or if the added sales tax will cause you to use itemized deductions.
