Do I file 2 1098 tax form from the same lender for the same year? I refinanced in 2020.

As long as the Form 1098s are not double-counting your 2020 mortgage interest, points paid or property taxes, then report both of them. 

 

If they are double-counting, just report one of them and make sure the totals are correct for the year (i.e. not double-counted).

 

As long as you are not reporting MORE mortgage interest (or points or property taxes) than what you paid (and was reported on the two Form 1098s), there should not be any problem with your return.
