Do I have to list the BOG-C grant for community college via FAFSA?

The question asks "Did you receive a scholarship or grant in 2022?" and I did receive FAFSA assistance via the BOG-C waiver at my community college. Is that what they are asking me to enter?

No, the question is not referring to the tuition waiver grant from California. There isn't any requirement to report the Board of Governors Waiver on your tax return.

It is a financial grant given by the government to qualified students in California to help them with the payment of their tuition. It should be reflected in your Form 1098-T, either as a reduction in the tuition billed/paid (Box 1 or 2) or as a scholarship grant (Box 5).
