Question

Do I have to upload my 1098-E Tax Form (student loans) for 2020? I ask as the form is still not available and I only made two payments in 2020 because of the law passed.

I paid every month in 2019 but only two in 2020 because of that law where you didn't have to make student loan payments. I am not sure if the loan website will even be giving me a 1098-E form for 2020 because of such little interest that was paid and when I contacted them, they wouldn't tell me if I will be receiving a form.

No, it is not mandatory that you claim the student loan interest deduction.  That is, you do not have to enter your 1098-E.

The IRS isn't accepting  tax returns until Feb 12, so don't be in a hurry to file.  Although it may appear that TurboTax lets you e-file earlier, your return only sits on a server until the IRS grabs it.  If you need to change something, you cannot get it back.  The IRS will process a hand full of returns earlier for Test purposes.
