Do I list expenses for "books and materials" if those expenses are included in the amount listed on my 1098-T?

It depends, if those amounts are already included in Box 1 of your 1098-T, no need to enter. If not, you could add it as an expense later in the 1098T interview, by clicking edit and going over again. However, don't enter twice. Usually material bought from an educational institution can be included in Box 1 1098T for related expenses and tuition; like books or software bought from the school.
