Do I qualify for an exception for education credits if I went to school from Jan-March 2021 and didn't receive a 1098-T for 2021?

I only went to school in 2021 from Jan-March and was told by my school that I do not get a 1098-T for 2021. Is that ok?

Q. Do I qualify for an exception for not getting a  1098-T?

A. Yes.  If your school normally does issue 1098-T (it's an "eligible institution"),  you usually qualify for an exception.  You (or your parents, if you're a dependent) can claim a tuition credit.  Answer yes to the 1098-T exception question in TT.
