What kind of 1099?  There are about two dozen kinds of 1099's.  If you have a 1099Misc for self-employment income, then the answer is YES you have to file if you made at least $400.  You will have to pay self-employment tax for Social Security and Medicare.

 

And by the way--students are not exempt from paying tax so not sure why you mentioned being a student.

 

If you have self-employment income you should try using Free File since it will have all of the forms you need and will not cost anything.

 

If you qualify to use it, there is another full-featured free version of the software:

Try Free File: 

You qualify if your income was $36,000 or less, or $69,000 or less if active duty military, or if you qualify for Earned Income Credit
