What kind of 1099? There are about two dozen kinds of 1099's. If you have a 1099Misc for self-employment income, then the answer is YES you have to file if you made at least $400. You will have to pay self-employment tax for Social Security and Medicare.
And by the way--students are notexempt from paying tax so not sure why you mentioned being a student.
If you have self-employment income you should try using Free File since it will have all of the forms you need and will not cost anything.
