Does an Resident Assistant Waiver count as a scholarship/grant? I was told the waivers were a "tool for the job Resident Assistant position"

They also gave me a meal plan I could not eat, and would not accommodate for my medically induced diet by any means through other forms of compensation or otherwise. It was a total of $5,814.50 on room and $2,115.00 on the meal plan I could not use. Off topic, but they also only paid me for one hour a week, but that was in the contract. They also told me outright that these things were labeled as a "tool for the job" so that they could avoid taxes.

I'm not familiar with the term "Resident Assistant Waiver" specifically.  Qualified tuition reductions (waiver, remission) is not considered a scholarship, per se.  It's a separate category and is generally tax free.   For details see page 8 of Pub 970.  https://www.irs.gov/pub/irs-pdf/p970.pdf
