    Q. Does Cosmetology school count towards a certificate or credential program?

    A. Yes, if the school actually issues such a certificate or credential.

Cosmetology schools  and other vocational schools are eligible for the AOTC. If you were  half time or more and the school awarded a degree, certificate or other credential, upon completion, then you are  eligible for the American opportunity tax credit (AOTC). Otherwise, you may be able to take the less generous Lifetime Learning Credit (LLC)

And, as already mentioned, the school must be an eligible institution.  Most eligible institutions will issue IRS form 1098-T.  But, you'll have to ask your school if you will be getting one.
