The IRS says:

 

Qualified expenses are amounts paid for tuition, fees and other related expense for an eligible student that are required for enrollment or attendance at an eligible educational institution. 

 

Please see this IRS document.

 

So, if registration fees are required for enrollment or attendance at the school, they are qualified education expenses that can be used to claim education credits.
