Does the Higher Education Emergency Relief Fund grant have to be reported as a grant or financial assistance on the taxpayer’s end?

I know it doesn’t have to be reported as income, does this also mean I don’t have to add it as a grant under the scholarship/ grant section of Turbo Tax?

Correct, you do not need to add this as a grant under the scholarship/ grant section of Turbo Tax.

The Higher Education Emergency Relief Fund and Emergency Financial Aid Grant under the CARES Act is not includible in your gross income.

Emergency financial aid grants under the CARES Act for unexpected expenses, unmet financial need, or expenses related to the disruption of campus operations on account of the COVID-19 pandemic, such as unexpected expenses for food, housing, course materials, technology, health care, or childcare, are qualified disaster relief payments under section 139 of the Internal Revenue Code.
