Does this question: "Did the student complete the first 4 years of postsecondary education before 2020?" refer to having a bachelors degree? Or just 4 years of education?

I have been taking college classes for over 4 years as a part time and full time student. I changed my major and only just now started a new field of study for an AS degree. Would I mark this question off as yes or no?

You don't have to have a degree, you just need to have four years of college studies, so you should indicate that you have competed four years of study.
