Double dipping? Lifetime Learning Credit and Job-Related Education Expense

Currently an RN studying for NP degree. It is the same line of work and will improve my skills. I pay out of pocket for tuition at a private university and received a 1098-T. When I input my 1098-T, I am eligible for a Lifetime Learning Credit. When I input the tuition amount under Job-related educational expenses, my state refund increases with no impact on the federal. Is this considered double dipping?

No. They are two different tax returns. As long as your state allows this, it is not double-dipping.
