My friend did not finish the term but he paid the tuition fee and received a 1098-T. He was a half-time student. Box 8 of 1098-T was not checked.  Can he deduct his tuition fee and other expenses?

Yes.  You do not have to complete the classes or even attend for a minimum time.  It is enough to have paid tuition and been half time or more for the time he did attend.

 

If his records show half time or more, he can still claim it even though box 8 was not checked.  he should keep records in case of an audit. 

 

he cannot claim a credit, if he can be claimed as a dependent, but his parents can based on what he paid.
