I'm not eligible for a deduction based on my education, do I still need to put in my education expenses?

No, you don't have to enter your 1098-T if you don't qualify for a deduction, except if you received scholarship money that was more than your tuition and other qualified education expenses. That would mean that you had taxable income from your scholarships, and you'd have to report it.
