For the third stimulus, I was a dependent because I was a college student. Do I qualify for the rebate credit, if I file independently? My dad ended up getting the money

If you are no longer a dependent, you will get the payment as a credit.
Since your father also received a payment in regards to you, it will seem like there are two stimulus payments being made, but that is the way the law was written.
Your father does not return the payment that was made to him in relation to you, and you also get the credit.

Q. Do I qualify for the rebate credit, if I file independently?
A. Not exactly.
You qualify for the rebate credit, if you file independently and you qualify to file independently. That is you do not meet either of the rules for being claimed as a dependent.
There are two types of dependents, "Qualifying Children"(QC) and Other ("Qualifying Relative" in IRS parlance even though they don't have to actually be related). There is no income limit for a QC but there is an age limit, student status, a relationship test and residence test.
