I'm a F1 student currently on OPT working as an independent contractor. My employer has asked me to submit form 8233. I'm not able to find a definitive answer for the tax treaty between India and USA in the IRS website. Does anyone know if Article 21 the correct one? Is so, how much of the tax is exempted?
