The most generous tuition credit, The American Opportunity credit (AOC or AOTC) is not available to grad students or those who have otherwise completed 4 years of post secondary education, hence that question, to see if you qualify for the AOC.   For most people, if you haven't received a BS/BA, or  have enough credits for a BS/BA, you answer that question no.
