Hello. I am a U.S. Citizen living in the Netherlands on a study visa. How am I to access my tax return money?

If you are referring to how you file your 2020 taxes, here is the answer:

 

If you are a US citizen, you will file your taxes just like other American citizens and green card holders.  You are required to report worldwide income on your US taxes.  You can file with TurboTax, of course !!  

 

As you are studying in Netherlands, to qualify for an education tax break on your US taxes, your school in Netherlands  must be one of the eligible education institution meeting the US Department of Education criteria. To check if your school qualifies, click here: Eligible schools

 

If your school qualifies and you have paid qualified education expenses, you may qualify for an education tax break including the American Opportunity Tax Credit AOTC, Lifetime Learning Credit or Tuition & Fees deduction. To see if you qualify, here are the links:

If your school in Netherlands is not on the list, you do not qualify.
