Hello, I entered my 1098-E for my student loans. Is it normal that I did not see an increase on my federal or state refund?

It could be normal, depending on your income.  The student loan interest deduction is limited and phased out completely at certain income levels.  

 

See the chart below for the phase-out ranges based on your Adjusted Gross Income without regard to the student loan interest deduction.  If your income is above the range for your filing status, then there would be no effect on your returns due to the student loan interest.
