How do I attach a pdf of 529 education payments to my WV state taxes before e-filing?

You cannot attach a pdf to an e-filed tax return. If the state wants more information then they will ask for it.

That can't be done. If you want to attach anything, you will have to paper file.

Why do you think you need to do that?

What do you mean by "529 education payments"? Contributions you made to the plan or distributions from the plan. Either way, you do not need to attach anything to your return to claim these items.
