How to claim tuition expense without a 1098 or EIN?

I enrolled in an online accredited Master's Program but because the institution is not authorized to accept Title IV financial aid or assistance, they do not provide 1098-T forms or provide their EIN to students.  The IRS Database of Post Secondary Institutions and Programs has the school listed. Can I submit without the EIN?

No, you are unable to submit tuition expenses without an EIN.  The IRS Education Credits article lists enrollment in an eligible educational institution as a requirement for AOTC or the Lifetime Learning Credit.
