Husband took college classes this past summer for new certification, school district paid for it. We received a 1098 T with tuition expenses Do we claim it on our taxes?

If the school district paid 100% of the cost, there is no reason to add the 1098T to your return.

It does not need to be included on the return.

If there are some costs, not paid by the school then you can enter it and may get a small credit for those amounts paid.
