I am a full-time student getting a federal refund, but no state refund. Why?

I am getting 100% federal back, but 0% on my Illinois state refund

Federal laws are different than state laws.  Illinois has a flat tax of 4.95% so there is very little room for extra withholdings like there is on your federal return.

Sometimes students have the mistaken idea that they do not have to pay tax ---but students pay tax just like everyone else.  If you did not have more state tax withheld from your pay than you owed to the state of IL then you do not get a state refund.
