Question

I am a graduate student living off student loans. I earned less than 10,000 dollars outside of my loans. What do I need to file for federal and state?

It depends on the source of your $10K income, your age, and whether you are claimed as a dependent.

It the $10K is W-2 wages or taxable scholarship, you are not required to file a federal tax return.

Generally, if you do not need to file a federal return, you do not need to file a state return.  But there are a few exceptions.  See https://ttlc.intuit.com/questions/2903200-do-i-need-to-file-a-state-return
